Issues with publishing panel apps from Notebooks

Since 7AM UTC, users attempting to publish panel apps from the Notebooks service would have seen 526 errors when trying to access the panel app. This was due to a certificate misconfiguration that has now been fixed as of 1:46PM UTC.
